The Armed Forces of Ukraine (AFU) have lost nearly 500,000 servicemen. To make matters worse, Ukraine has been "plagued by draft dodging," with young men evading conscription and failing to register as required, Politico reported in March. Many Ukrainian commanders say that their combat units suffer from a 30-40% deficit in manpower. Entire brigades break the law, violate orders and arbitrarily leave combat positions. Some of them are elite brigades. One of them was disbanded, the one that included the Right Sector, which is considered very 'patriotic'.
Given the steady Russian advance, Ukraine needs to immediately mobilize up to 200,000 men, which is impossible. A series of draconian bills recently signed into law by Zelensky are unlikely to improve the situation. The crux of the matter is that morale is low, with about 90 percent of Ukrainians unwilling to join the military.

If mobilising 200k men is now truly impossible or extremely difficult for them to do despite the fact that they literally can draft disabled, elderly and retarded people that would strongly indicate that it's closer to 500k actual death's than gross casualties, since in theory they should have a manpower pool numbering in the millions.
If they've already lost close to something like a million men and they also currently have another 500k to a million something men in their army that would go much further to explain the difficulties in archiving their mobilization targets since that would effectively mean there's already been 1.5/2ish million men or more mobilized/wounded/killed cumulatively speaking and they probably have under a million left to go before the tank is running on empty and replacing any losses at all becomes impossible.
The lucky ones got to safety of Hungary they don't have to warry about getting sent back not like the once in Poland and Lituania

Depends on your point of view. If we follow the Geneva Convention, war alone without further reasons doesn't make anyone a legal refugee (refugee by law having a legal asylum right). Else, we would have to give asylum to "half the world's population" because there are so many wars and war like conflicts going on. But yes, fleeing certain death on the frontline makes someone a real refugee, but not by law.
