    I love it! There are so many cool ways speedrunners play this game. It is like a gift that keeps on giving!

    The only logical reason I can think of that the inventory system would be programmed in that way is if it were once possible to manually rearrange the items in the inventory, like the inventory system in Link's Awakening DX. It's likely OoT reuses parts of the inventory system logic from Link's Awakening. If I were to make an inventory system like that seen in OoT, I'd have each inventory slot assigned a specific item.
