The poem in the beginning is in Swedish. The title is "the winterevening of an unemployed". It seems to be about a homeless person begging for money, and the person walking past him listens to his prayer and giving him a bit of help.

As a retired Professor of Mechanical Engineering, I would say this book is designed for people who use their hands and build things. In effect, it is a practical engineering textbook.
Growing up in the 1950's my father had several books very similar to this one. Unfortunately, students today do not use their hands and practical mathematics book such as these have gone out vogue.
I think I learned more from these books than many of the more theoretical books I encountered getting my various degrees. The knowledge from these books has been very useful to me over my 50+ year career and never led me astray (The language as others have already stated is Swedish.)

The existence of this book (and modern versions that I have seen) proves that the supposed separation between "book knowledge" versus "practical knowledge" is a false one.

As other comments have already noted, the language of the paper insert is Swedish. Both the name of the book's previous owner (Johan Erikson) and of the author (Martin E. Jansson) are also Swedish names.
The paper insert contains a poem with the (loosely translated) title "Winter night of the Unemployed". Perhaps a striking reflection of the prevailing socioeconomic conditions in 1934?
Edit: my mother tongue is Swedish :)

Like so much old Scandinavian literature, it is about the poor peoples struggle in the wintertime, and how they are ignored by the rich, which is especially heartbreaking in the cold climate of Sweden. Most famous example is The Little Match Girl.

    Swedish: the beginning is
"An unemployed person, clearly disappointed with life, stands in the winter twilight this evening. Do not pass by in haste, but listen to his plea at the door, so that he does not remain under the cold snow. The small help you give from your hand makes him happy, and he will be so grateful to you. And the Lord will give you the reward on Judgment Day."
