If I wanted to make this circuit using a 3V source and more LEDs in the circuit, would I need to change the resistors??
it is not possible (timer 555 need minimum 4,5 v supply voltage), but you can use dc-dc step up converter and lower 180 ohm resistor if you use more leds, you need replace bc547 with more powerful transistor ...

If I want a 5V source, since it is minimum specs, will this work or do I need to use different resistors?

Would it work with a 5.5v solar cell?
with 5V I just can't get it to breath. I did change some of the values, importantly the resistor in series with the LEDs, but also the other resistor and capacitor. It does rise slowly, and then just stays on. I can imagine the voltage drop of the 555 is too large to operate this circuit with 5V. Or perhaps the specs of the transistor are critical, because I did use another npn

Excellent. What if I want to run 20 LED's and have the breathing speed up just a tad? Do you answer any of your comments?
For the speed you can change the value of the capacitor. And you can do 20 leds but then it's best to provide each led with its own resistor. I hope what I'm telling is right but that's just what I think.
I think with 20 Leds the circuit is the same (because parallel LEDs have the same voltage drop as just one LED) and the timing is likely controlled by the value of the Capacitor. So smaller capacitor is faster frequency. Is my guess. but I am going to indeed try what you propose. Note that different color leds need different value of resistor on pin 1. this is easy to google, you'll find it.
This mode is really safe for people who has disabilities though. I understand that there is a warning label but wait there is a mode selection.

@@ivansutanto89 green led is 2.2-3.5V, so with 9V supply you can use only 3 leds.
