This is a remix of an unused Sonic 2 song. The story behind this song is that SEGA of America presented the team that was making Sonic 2 to an American composer who showed this song. The team didn't like this song at all, they said in front of the composer that they didn't like it and why they didn't like it. They decided to call the same composer as Sonic 1 so
@@Savajj_nahold This is an unused theme for Sonic 2, presumably meant to be used in a cutscene. It was part of one of the first, early OST's for the game, made by the American side of the team. This is a fan remix, I can say that for certain, as the source song didn't sound like this (which ran on the GEMS audio driver). I might have some info slightly off but the original song was from a demo reel by David Jevelosa, a freelance composer (who worked as an Audio Director at SEGA of America back then). I believe it wasn't actually intended for Sonic 2 itself though, despite it saying "Sonic 2" on the demo reel.

This song was not by Masato. And the song you're listening to right now is a fan rendition of it in Sonic 3 style. I'd explain more but it's kinda complicated. I say search "Cabaret sonic 2" on google. The Sonic Retro article provides more context including a link to the real song in question.
