Will the Rail Baltica project end in Ülemiste? Why not continue to the current Tallinn station on dual gauge track?

To the best of my knowledge, the passenger trains will terminate in Ülemiste, but freight trains will terminate at the Muuga station (still in the planning stages). It's worth reminding that the main function of Rail Baltica is a freight not passangers.
      - The current Tallinn station does not have the space for additional tracks, plus it would paralyze existing train traffic for an undeterimned construction period as simply expanding the train coorridor inside built uo areas is complicated (i.e. expensive).
      - The current station is a national heritage building, which cannot be easily expanded, especially as the surrounding area has very limited space for expansions.
      - There's also the question of maintananc fascilities, for which space is required.
      - It's easier to combine maintentance fascilities, new track construction, and access to Muuga on the eastern side of Tallinn, which allows to for more flexibility.

Dual gauge doesn't work good for 1435/1520 mm. The difference is too small, 3 rails are impossible, therefore more space is required.
