It is done in college and high school because it is amateur Athletics and within regions and conferences there can be a very large disparity between the top and bottom schools. The quality of refereeing varies greatly within those regions so by having a countdown clock and stopping it based on a set of rules it minimizes error.

Great game. For me it looked like a foul leading to the third goal but I love that these players don’t roll around on the ground after a foul!

On that 3rd goal I feel the keeper should have stopped the cross. It was close enough
it’s definitely not a foul, its shoulder to shoulder on a 50/50 ball.. however it did look slightly offside
I believe the right back (who got torched on the checked run) was holding him on. You see the left cb try to get him to step up as he is sagging behind but he doesn’t step up in time imo tough way to lose
play seed at 0.25 at the 5:29 mark he clearly used his arm to shove the other player in his back before even touching the ball
That kick at the end by the keeper was risky

Half of Indiana's team last year (arguably best program in the nation) had 4 different players take PKs that came from 4 different UCL or Bundesliga teams ( Youth or Reserve). ALOT of talent turns down pro contracts to play at this level. This doesn't diminish this feat at all.
