Nice video, as always. But I do have a counter argument. In regards to Toujiro's speech in that Brazilian café, he mentions 8ms could not be developed individually and you mentioned that was because the IPMA oversees all 8ms development. But because of the other things he says during that scene, I think what Toujiro meant was just that a couple people can't just turn up and start developing 8ms because you need a crazy amount of resources that only a country/faction would have. Not that a faction couldn't develop 8ms individually from IPMA. So I still think it's possible for ABN to have developed an 8ms by themselves in secrecy.
But yeah, I really like what you do. Great stuff
I take the IPMA part of Toujirou's statement pretty seriously although I do admit I'm confused how it makes sense. If a country has the budget to develop 8ms, what is forcing it to show IPMA its work? I don't know, I just take it on faith that it's hard to do hide from IPMA. But I think it's not crazy to say, for example, ABN did independently develop this countermeasure, but then LATO stole it. I think it's "unlikely" but possible. And if you look at my zombie apocalypse video, there I'm talking about AOU secretly creating zombie 8ms. So I'm not completely opposed to this concept.

Honestly, Miyao is probably a boiling pot of insanity, maybe not even a real persona, but an "installed interface"
