Well 65% of cool down being reduced is tad too big I'd say. This looks like some kind of buffed version of fleeting time considering how much more easier to activate and more cool down time is reduced compared to fleeting time. Feels more like item passive rather than emblem talent.
it has a 20 second cooldown to add balance to it, on paper it does seem pretty balanced, though mages and skill based heroes have a lot of potential with this.
PLEASE KEEP IN MIND that the heroes mentioned doesn't always have to use this talent, Alice is better using the frenzy talent and Silvana can also use frenzy talent since she can stack it fast enough to the point where 1 second skill can almost guarantee a full stack frenzy. But it is the user's choice to choose the talent for the hero they're playing after all.

It's funny to see *"Alucard will now have an escape skill after diving in a 1 v 5 scenario."* It's quite impossible right now, I still remember where the old Alucard can literally wipeouts enemy by himself.
I think for Alucard, it's all about managing your first skill. A lot of skilled Alucard users don't use the first skill unless an enemy retreats or they disengage.

I dont like this new update at all. It feels like all of the gameplay of each hero will change drastically. You also cannot time the cooldowns of the enemies anymore. I like the current emblems more than this.
This might cause the downfall though. More than half of ML players are casual gamers who don't even understand the current emblem system nor read any of the descriptions. Many may quit thinking that the game is become unnecessarily difficult to understand. This is the reason why wildrift couldn't stand out in moba for phones because it's more difficult compared to ML to understand.

It's honestly a bit op and my guess is that they will make adjustments to damage or mana costs or something. I'd say thete should be some sort of balancing penalty for getting the CD
They are gonna nerf the talent, or make it scale (like 25% - 50%), so that it won't be abused by heroes that can do too much damage when they reach level 4, while it can still be helpful for other heroes when it reaches late game. That way, the only ones who can truly abuse this is if the team is snowballing. If not, then this talent can still help them in the late game.
I think 65% is fitting because it has 20 seconds cooldown. Plus, I think even with Fleeting Time wont reduce his because maybe ut has a fixed 20 second CD regardless if your Ult is less than that
Remember, a lot of ultimate skills have high cooldowns, and the ones who can really abuse this are low cooldown heroes, AKA combo heroes. Example: Valentina After reaching level 4 and if she equips 20% (which is possible in advanced server) , she can use 1>2>1>2>1>3>1>2>1>2>1>3, resulting in 5 damages with 4 terrifies. You could say she is TERRIFYING. Yu Zhong, he can do double knock up and can pretty much kill someeone if they do it properly, if the talent is not nerfed and they fixed the 3rd skill bug. Paquito can do it, as well. With the right combo and timing, he can kill their enemy during laning phase.

Temporal reign is pretty good on Tigreal. Imagine 2nd-2nd-Ult-2nd-2nd. Enemy wouldn't have a chance to escape. I tried it with 30% CD and then temporal reign. Works like magic.
Also yin tho, he can't benefit to the temporal reign talent because he has a morph skill from his ultimate and when his ult is activated, he gains new set of skills and also resests the cd of his skills also
I can think of quite a few good heroes that could probably benefit from it. clint seems pretty nice with s2+s1+s3 combo . uranus can get his shield back up quicker belerick with 3 taunt s1+s3+s1 minsittar double pull & stun kadita, carmilla and valentina both gain faster cd to initiate, cc & escape it seems very op. can't wait to try it!
It's a good option for Benedetta imo Floryn will benefit a lot from this talent especially if she has fleeting time and that other talent where it could give her 50% CDR
I don't think Floryn is all that good, it's very situational. In most cases, she would use her ult first to save her ganked teammates making the talent useless if she didn't use her other skills first before her ult.
Sum it up with fleeting time 65+15+= 80% cdr + ult cd reduced after the reduction if the ult is longer than 20 secs than again use it and it gives 15 basic reduction and 15 extra ult reduction

The most OP ones with this emblem is tigreal i think. Imagine if he uses fleeting time as well, he can go 2nd-1st-ult, 2nd-1st-get assists-ult again ☠️☠️
It's great for him, as it can be used offensively and defensively once he reaches level 4. Skills 2>3>4>2>3, for low HP enemies. Skills 2>4>2, for escape.
There is a downside of course, that is the damage or stats given by other talent/emblem won't be used, thus it's not that op. Cuz talents damage is a source of damage in early game.
65% cooldown reduction just means that you need to build 25-35% cd reduction on items so you can use your regular skills with zero delay. Best pair for fleeting time and lightning truncheon which totals to 25% already. This is already considering MLs algorithm which stacks are just lumped together.
These updates will either break the game or make the game. Too many tweaks and things become more complicated and as a solo q this will more of a pain in the butt since players don't read sht and would just put whatever emblem they want :/
People will get used to just like when mlbb started to have 3 types of retribution and 4 types of roaming shoe update. People was complaining at that times but when time go onwards it's become normal part of mlbb
What i get from this new talent: 1. Saber is viable in the new meta as jungler, goldlaner, or midlaner. 2. Hayabusa could possibly back to ban priority 3. Lancelot can maximize his damage source's skills by using skill 1 once more and with 40% CD reduction, lance's skill 1 can be used again. 4. Mathilda, Valentina, and some other heroes will be broken. In summary: this new talent is broken to some heroes. What i expect from this new talent: instead of reducing other skill's CD by 65%, this new talent only reduces blink skills CD. CD of the talent is reduced to 15 seconds too
Well I Think That Emblem Is Good For Guin Because When You Missed A Target(2nd Skill) But The Enemy Has Full Passive You Can Just Use Ulti And Use The Second Skill Again As A Escape/Chase An Enemy!
It's game changing indeed especially for those heroes that have dashes, the moment I got to know this talent I already thought of equipping it to my main Argus, he can have his first skill immediately for more mobility either chasing or getting out. It will be a lot harder to kill him after his ultimate or runaway from him while in ultimate🙂

As a mage main i think this talent fits with these mage heroes Kadita Valentina Cyclops Although it may vary on Valentinas ult.. But considering she will be nerfed with 2 more seconds cooldown on her second skill i think it would be decent for her And am not really sure about Cyclops since in mid to late game hes skills would normally have 2-3 seconds already after using one of his skills..

it's definitely good for cyclops, since you can stack his 2nd skill. Not much for his 1st skill though because it is commonly used after the ultimate. 2nd to chase the enemy - ulti to immobilize - 2nd again for extra speed and dmg
My prediction for this update is gonna be apply on the next season, and after that we will have to face a lot of patch updates to fix bugs, adjustment, nerf, buff, etc

TR is way too OP yes it is kinda good but on the other side it's bad too when facing enemies with already have short cd. Moonton should just fix it to 30% instead of 65%.
If that happens, the talent would shine on Mid Game for already short cooldown heroes, since at that time, the skills are not on max level, therefore this talent will still greatly benefit them.

You can use khaleed tank with 45% cdr as well. Imagine getting cced while using 2nd then you use ult and it's ready again.

It's game changing indeed especially for those heroes that have dashes, the moment I got to know this talent I already thought of equipping it to my main Argus, he can have his first skill immediately for more mobility either chasing or getting out. It will be a lot harder to kill him after his ultimate or runaway from him while in ultimate🙂

Been playing in advance server several times now to test the new/revamp heroes and the new emblem and i can say for sure its that its not broken lol. Its just makes something easy like saber can now finally dash out when he just used his ult

My Xavier build will only have about 1-2 seconds on his 1st and 2nd skill after I use his ult. So I don't think i'll need temporal reign anymore.
@@eudorophobia.5923 at first i consider it but her first still is already been reset once she uses her ultimate any although she may have a second skill that can use the talent her second skills are mainly just for escaping.. And not to mention her first skill is quite already low in cooldown in mid-late game
it's definitely good for cyclops, since you can stack his 2nd skill. Not much for his 1st skill though because it is commonly used after the ultimate.
2nd to chase the enemy - ulti to immobilize - 2nd again for extra speed and dmg
his 2nd is his main skill for sustain so that is a game changer
My prediction for this update is gonna be apply on the next season, and after that we will have to face a lot of patch updates to fix bugs, adjustment, nerf, buff, etc

TR is way too OP yes it is kinda good but on the other side it's bad too when facing enemies with already have short cd. Moonton should just fix it to 30% instead of 65%.
30% is to much, it's just make that talent useless though.

If that happens, the talent would shine on Mid Game for already short cooldown heroes, since at that time, the skills are not on max level, therefore this talent will still greatly benefit them.

@@marygracecabajar9983 dyrroth cant do negative armor tho since his 2nd skill is percentage based armor reduction unlike zilong and saber (plus his armor reduction doesn't stack it only refreshes the duration).... but yeah it could be a good talent for him too
