sir you can assume vL>vC and draw the phasor...so in this case xL>xC...inductive effect is more than capacitive effect..hence we can conclude that current will lag the voltage by some angle...so hence pf will lag... simillarly if we can take Xc>XL then pf lead...and in case of Xc=xL...it will behave like a pure resistive circuit...pf=1..

and also another two conditions are there , *Xc>Xl (Vc-Vl, Xc-Xl & Qc-Ql). * Xl=Xc(this is cancel out each other and gives the result of pure resistive load) please verify it those results...
