I'm a bit confused by 3.4, well the end of it. "promote mental health and well-being" why has this been added at the end? It seems like something of an after thought that is unconnected to the rest of the target.
That happens occasionally in the Agenda because it was negotiated by so many individuals, countries and groups. Sometimes things were negotiated in and had to fit somewhere even if it’s not 100% aligned. Oh the joys of multilateral processes 😉
