It's a brilliant design for the purpose of behavioral control and modification. The question is, could something like it be used in a way that would be effective at achieving a positive result? Cuba was not a "communist" country until 1959. Then and up until now the US has put harsh sanctions on Cuba creating poverty. Somewhat similar to what happened to Iran in 1953. That was over oil, but a democracy was overthrown by the US to instill a monarch to funell oil profits out of Iran.
