Also to cut down the dead head travel times and have them on the spot in Midtown and Lower Manhattan for trips to Staten Island. If you look at the lot of NJ Transit cruiser and Nabi buses, it's almost the same thing. Not all rush hour buses dead head back to their respectful garage. It's easier to have them staged in a spot close to the PA Bus Terminal where passengers at the port authority bus terminal don't have to wait for a bus coming from a garage that could be stuck in traffic in Jersey. Imagine the dead trip times from Midtown to Staten Island and return back to Staten Island. That's why you'll see a shuttle bus on the MTA's shuttling it's Staten Island drivers back to the depots in Staten Island. In NJ Transit case, some drivers do deadhead back to their garage while most of the drivers are shuttled back to their respectful garage in Northern and Central Jersey
