Firstly congratulations.
I don't know much about your subject and how good are they in this university. So here are some steps that you can follow.
1. Look which one is better in your subject. Ask some fellow seniors you will find them in many groups.
2. Then which you want to really go like which one has good campus and other facilities for student and better curriculum for study.
3. According to your financial ability you can eliminate one.
I think both are good Swinburne is renowned for its technology related subjects and Deakin is famous for Arts and law.
However you can apply for GTE in both of these universities, and after clearing GTE you can choose whether you want to go for Swinburne or Deakin.

Actually it depends on university and their remaining seats, so firstly research which university is offering your desired subjects then look for their intake. Some uni has sept/oct intake. However you can definitely go for feb intake.

It depends, but the average time is 5-7 days.
However I've seen many cases where coe comes within 3 days, and in some cases it took more than 10 days.
