    I believe you should be using resistors on each output. The output pins have a current limit which must not be exceeded, and LEDS will draw current until they burn out. Your only saving grace here might be the low VCC of just 3V, you still need resistors.

    Thanks for the info! In regards to 4:14 Icc (supply current), if your 5v power supply can supply more than 50ma, I don't believe you would need to do anything special to limit current since the IC itself will only draw what it needs.

      Hi Enigma758, standard thought is that the IC will only draw what it needs so should be okay. I believe the issue is that if you connect an LED on the output that wants to draw a lot more from the output then the IC will try to supply more, this may certainly damage the IC. So limiting the IC supply current will help to protect the IC. Might be a nice test video to do.
