The full name of the composer is Dianne Goolkasian Rahbee. She is Armenian-American, born in 1938, and has been a prolific composer of piano music in particular. You can find quite a number of her other compositions performed on TH-cam. This was originally published in the 1990s and is reprinted in the ABRSM grade 7 piano exam book.
This is a fascinating piece in the way it mixes calm and anguish, the latter emotion provoked I think by the pervasive use of dissonance, especially sevenths (e.g. the very first chord). The calm emanates from the slow gait of the music and the use of anchoring pedal points in the middle of the texture, which provide stability and continuity. I found this unusual contradictory quality very attractive when I was practising.
