You're right, Consoles will be running this at sub 30 fps upscaling 720p to the full 1080p, and the majority of people won't own a pc with the specs to run the game at the graphical settings shown here.

The original trailer showed clear MH inspiration to the point of some animations looking a bit TOO similar. Capcom partnered with them to make a monster hunter spin off, so they probably wanted to pivot to a different direction because of Capcom breathing down their backs
It's more of an hardware issue. If they want it to surpass genshin, they need to make it more accessible to people with bad hardware or on mobile phone.
