high elo games are more of a test of skill (by that i mean winning the game where you have as few losses as possible, unless it's solo rank) rather than a stats game. high elo players already know what the win condition is, and stick to that. having a lot of kills is just a bonus for content. at least that's my opinon

bro it doesn't matter. when you encounter broken assassin like Lam the unwritten rule is you pick someone with lots of cc or suppression to the point that Lam cannot even move when he dives in or he can't even ambush your squishy teammates. he is NOT immune to cc. Lian Po does.
If you’re taking about his second ability there are equipments to reduce cooldown also when you use that ability you gain 3 dashes which also reduce the cooldown
