It's because most of those qualified teams are qualified based on 2019 WC results unlike FIFA WC where every country needs to play in the qualifiers to qualify. And it's helpful for those countries to know their opponents 2.5 years before the tournament actually begins and they can be well prepared. The teams yet to qualify too will be aware whom they're actually facing so it's kind of good thing IMO

Pool c is the most intersting. If France continue their form in these following years, then that could be entertaining, if not NZ have that covered. SA have a fairly competitive pool but I suspect they are a level above and able to win out that, England have got the best deal here though tbh. That is fairly light work as it is right now.

Japan are the anti-England! Jones will realise that though to be fair, but one thing Japan will be good at is moving the ball across the field and through defence. What they won't cope with is the set piece of England. England won't be able to play their current kick strategy against Japan that just gives a great attacking team more time on the ball that's Japan's only way to win which they know and will focus on bringing that to England. England will have to actually play with ball in hand that game to make it easy pickings.

With regards the upcoming world cup, I believe the pools were incorrectly picked. If I were a betting man, and based on this, you can bet that either Australia or England will be in the final. As for our Pool, its hard to say as all the teams are so strong. My hope is the sprongboks make it, but if not them, The AB's. Rugby needs a complete change. The rules are dreadful, the Refs cant keep up there so many rules to abide by. Its a contact sport like boxing, cage fighting etc, but soon it will be touch rugby at this pace. Lets go back to the old ways of real rugby. Its the players choice to play or not and yellow and red cards should be given out for really bad stuff like biting, kicking etc...
