    Thankyou Fimy, i'm a Kiwi as well, my dear wife is a Cebuana, we have been through this process before, we came back to NZ, 2015
    and are still here, intending to return to our home in Sogod later. Because we were away for a couple of years and visited Cebu last in 2018 i had a problem with my Permanent Resident Card which caused us some inconvenience at Immigration Mactan.
    Consequently, we decided to cancel my ACR card to avoid further hassles when we visit on vacation. This is a problem which others may not anticipate when leaving the Phils for a considerable period of time. I think an arrangement can be made whereby the card holder could possibly make annual payments in advance so as to not be embarrassed when entering the Phils with an outdated card
    such as i had. Believe me, it was not an experience i would want to repeat. Bob and Lina, Lower Hutt.

      Daddybob ohhh wow hi there kiwi and cebuana as well, the philippine system is not very good every other person in the office gives you different information it is confusing sometimes and often leads to complications and cost more money tsk tsk, as the say its more fun in the Philippines hahaha mu husband is still getting used to it hahaha.     For those who will apply in the Manila office in Intramuros it is better to have your letter made there via their own notary public. Remember your letter should be notarized and eventually you will be redirected to the Notary office located somewhere at the back of the office jist ask for directions. 1st application is good for 1 year probationary then you will need to do the same process for the permanent recidency. Bring blank pen, only black ink is allowed. Make sure you have your marriage certificate authenticated, including birth certificate. You will need to apply at least 3 or 2 months before the expiration. It is best to go straight to the BI office for complete requirements. Everyone has their own unique cases. Also after the probationary period pr before the due date apply for nbi clearance 3months ahead of time. Express lane is not really meant to make things faster. It is meant to be for those working as extra to work on the heavy load of processing documents in immigration.

      Prosperity Queen the Express Lane should be renamed to its purpose. This caused a lot of arguments in the BI office by foreigners who translates the Express Lane literally.

    Renewal of NBI can be done at J centre mall in front of NBI. I gave information to data entry person and they put it in via internet. Cost in January 2020 was 245 pesos. Easier than first time when I had to do it at Capitol NBI.

      philam1973 we also did my husband’s NBI at Jcenter mall same amount 245 pesos, but it took us 3 weeks to get it cause he got kinda similar name foreigner who has police records so he went through an interview.

    I was already on a Balikbayan visa so I didn’t have to worry about a tourist visa expiring. Another person I read recommended the couple leave the country together to the cheapest flight. This gives you 1year in the Philippines. You must come back together.
    I have heard you must be in the Philippines for 1 year before applying. This should be confirmed. First time applying for NBI must be done in certain NBI offices. My process time to finally getting my ACR card from initial turn-in documents was 5 months. No delays on my part. BI never texted me for notifications. I applied at Cebu, residing outside Cebu city.
    By the way, ACR card is optional for Balikbayan visa holders. I never had one. Arrived here from US, retired, not needing to leave. After one year, I gathered documents starting with NBI.

      philam1973 yes I heard about the Balikbayan Visa, our situation is a little different cause I never lived outside the Philippines. Everything that you need to process here takes very very long time which is very frustrating and time consuming.

    Important information on renewal: make sure whatever address is on your ACR card is what is on your NBI clearance or BI will not accept your package. Possibly because i was balikbayan visa without ACR card, I had to apply serially which took 5 months total. For renewal, permanent visa and ACR card paperwork was paid for and submitted simultaneously. I paid about 9.2k pesos for conversion to permanent. Includes 2.5k for ACR card.

      philam1973 thank you for the info. Noted. We were told also if you have the permanent visa, whenever you went out the country and back again make sure that the immigration officer at the airport stamp your passport as PR and not balikbayan to avoid difficulties.

    Is the NBI Clearance a record check related to the Philippines? The reason why I ask, is that it says, a foreigner has to get it, if they been in the Philippines for over 6 month.

      The NBI clearance is only for Philippines record. It will not reflect any records outside the Philippines.

    You stated Marriage and Birth Certificate original copies. Immigration wants NSO forms. They wouldn't accept the original ones.

      William Dickinson yes the NSO one, what i mean by original copy is “the actual NSO copy” and not a photocopy of the NSO marriage certificate.

      hello sis soryy medyo matagal naka reply. Hindi pwede sis 13A is only applicable if the foreigner is married to a FIlipino citizen, There is another Residence Visa type which is the investment/retirement, no need to be married to a filipino citizen but it has a financial requirement a certain amount the foreigner needs to put in.

      Miss Marilyn their is no required length of stay for the permanent visa under 13A. As long as you have marriage certificate you can apply immediately.

      Jennica Sanchez does your husband already have the 13A visa sis? In the first year of the 13A visa is the probation visa and after that it will be the Permanent Visa already.

      It's Adak may similar kasi siya na name sis na may police blotter sa ibang lugar sa pinas kaya matagal kasi daw need pa e interview ulit. Hay naku talaga. 😔

      Kit hello 🙂 1.) ACR is part when you apply for the 13A, it’s the last part of the application. You must have it because the ACR card will have the Resident Status, it will serve as your ID. 2. ) yes you will have all the original copy of the documents back they will only take the photocopies.       Kit yes! They will give you the temporary visa for the first time hehe and 3months before it expires you need to go back for the Permanent Visa. And yes the same paperwork. And you have to get a new NBI clearance it needs to be recent.

    Fimy, I am inquiring about submitting the papers to the BI. Did you put the papers in some type of plastic cover and the plastic cover is clamped down in the folder? If no plastic cover, are holes punched in the documents? Are the clips/fasteners the type that holes are not punched in the documents?

      George Worsham the documents needs to be in a white long folder, the BI office will be the one to punch holes in the documents just make sure you bring a fastener, in the ACR part bring extra folder and fastener we just poke the documents using ballpen hehe

      Robert Paul hello no income required for the 13A visa. The most important requirement of this visa is to be married to a Filipino citizen.

      SilverNicron hello yes you can apply in Cebu City the Bureau of Immigration is located in 2nd Level of Jcenter Mall in AS Fortuna Mandaue. No need to go to Manila.

    Just to give you a heads up.
    When you go back in one year to convert the probation 13A visa to permanent 13A visa they don't just issue it to you
    You must go through the entire process all over again with just a little different documents to provide, and a new NBI clearance again, another interview and again wait 2 to 3 months.
    So it's important that you start that process with about 3 months time before the probation year is up.
    Hang in there, it's a little bit of work, but the permanent visa is worth having in the long run.

      Mam I was told na if your are planning apply for 13A visa it is best to enter Philippines just with the ordinary tourist visa. Kasi daw very complicated/hassle to convert balikbayan to 13A. Pero hindi ako 100% sure.
      My husband entired PH using APEC visa yung business traveller, but Immigration wanted the visa to expire first and let us extend with a tourist visa before we were allowed to apply for 13A.

      Hello. Only the birth certificate of the filipino citizen is needed.

      @@fionaisenhour9926 they only need the NBI from Philippines. But if a foreigner has something to declare any offense he made in US he can bring the a copy of police certificate if non no need to worry about it. Your welcome

    I am a bit confused.....I have just come in to the Philippines with my 13 Visa which last for 1 year. Does it mean that once I get my ARC (which they say will last for 5 years), the ARC is my permanent residency permit and that I dont have to worry about renewing my 13A visa when the time is up.

      Kit is your Visa still Probationary? For the first year that you have your 13A it’s going to be under Probationary Residence Visa. And then you have to “renew” it a month before the expiry And then thats the time you will get the PR Visa. The ACR card validity is 5 years. But still you have to do the annual report every year and pay 350php.

      @@FimyBrown Can you confirm this? If the 13A visa is applied in the Philippines there is a probationary period but if its applied outside of the Philippines , one does no have to renew the Visa? It is permanent.

      Kit from what we were told if you still have the Probationary Visa whether your applied it in the Philippines or outside the Philippines you still need to renew it before the expiry date for you to have the Permanent Visa with the 5 years validity of ACR.

      And we were told that if you happen to let your Probationary Visa lapse without renewing it on time. You will have to do the process again.

      hello sis no minimum months na dapat mag stay. the most important requirement is married kayo. marriage certificate. but if he enters the country as tourist visa he needs to wait na ma extend siya kahit one time before he can apply for the 13A.

      diane flores ito po kasi ang definition ng 13A.
      The 13(a) Non-Quota Visa is issued to foreign nationals who have contracted a valid marriage, recognized by Philippine laws, with a Filipino citizen. The petitioner of the visa should be the Filipino spouse.
      Kaya number 1 requirement in 13A is the marriage certificate that is recognized by Philippine Law.
