Before everyone flew off to the Mediterranean on package holidays, Torquay's beaches were packed all summer long. This vintage cine film from the 1960's shows Oddicombe beach with hardly a space between the deck chairs.

So odd to see people fully clothed sitting at the beach. I think in the U.S., even in the 1960's, one would be attired in something close to swimwear with a cover-up even if you had no intention of going in the water.
