Kevin and Frank's attempts to investigate several murders in Chinatown are frustrated by the community's refusal to provide any information on organized crime. The situation is complicated by the fact that Tom is romantically involved with fellow Eagle employee Lonnie Kai, whose father's restaurant is where the shootings took place. The investigation is further thwarted by Lonnie's brother Danny.
