It does tend to be true that "men cheat when they feel safe" and "women cheat when they feel insecure".
I think this is because of how the sexes perceive relationships differently.
For women, relationships have a much deeper emotional aspect. When a woman is in a relationship and feels insecure, it means she is not getting emotional security in her current relationship. It should hardly be a surprise that they turn to others for their emotional needs, and when that other is a guy who gives her the emotional stability she is lacking it often turns into a new relationship.
The emotional side is simply not as fundamental for the male side of the relationship, as when men have emotional troubles they tend to look inward and solve it themselves (creating a host of different problems) rather than look for someone else to be their stabilising "emotional rock". Because of this, being in an emotionally insecure relationship doesn't have them (consciously or unconsciously) looking for a new partner and could potentially even have them withdrawing themselves from the dating pool instead as they turn inwards.
For Men, when they feel safe, they gain confidence. They lose inhibitions. They stop worrying so much about what other people (like their partner) think because they don't feel any threat from them (by definition). They take risks (such as cheating) because they feel so safe in their relationship that the risk of it being destroyed fades and feels distant. To men, who are biologically wired towards threats, safety breeds complacency while threats breed alertness and proactivity. And while men are less emotionally based in their relationships, they are also more physically based. Men are visual creatures more than women and so, the more complacent they are with their own relationship, the more the sexual appeal of the women around them (which is ever-present) is harder to resist because the risks attached seem less at that moment. This is why it is that the men most likely to cheat are those "bad boys" who (it is perceived) the woman is "lucky" to be with, as well as those men with women who they can't imagine ever leaving them, who cheat far more. The link between the "bad boy" and "safe, complacent guy" is a confident belief that "my woman won't leave me". This is less pronounced with women, both because their relationships are more emotional than physical (and thus less potential pulls) and because their stability and associated safety comes from the current relationship, whereas the male (usually the one giving the "safety" in a relationship, not gaining the safety) does not get the same "safety" from a relationship most females do, which again, is a pull-factor towards the current relationship men largely don't have anywhere near as much of.
I once get confessed by my friend. I do respect her. But I do say that I dont feel the same way as she did. But I do love our relationship as a friend. After that, I never flirtious to her again.

It's not "men" exactly who cheats when they feel safe. It's people who are emotionaly uncapable to love their partner for real, who get into relationships only to have sex and who usually are sex addicts. It's just there are more men like this, than women for obvious reasons.

Even as a guy, I also don't understand how men cheat when they feel secure. I mean what kind of logic is that? Why would you cheat on other girls when you already had a cute wife with you? For the most part I don't really agree with Matsuri's logic, people just cheat because they can because they're selfish.
Coincidentally enough I had a coworker who had a really cute girlfriend who also bragged about the other girls he would get with despite being in a relationship.
When I asked him why he just didn't break up with his gf, "I like feeling secure of that someone is going to be there".
It's the mentality of "the grass is greener on the other side".
Some people cheat just because they can and do so when given the opportunity.
Sometimes it's more complex then that, but regardless it's selfish.

fr i kinda feel bad for hoshikawa with how absolutely off the fucking rails matsuri is becoming. i get insulting your viewers as a joke and self deprecation, but man this stream feels like it went wayyy too far haha, with lots of misguided ideas and weird theories that dont make any sense with ANY amount of perspective outside of your own experiences. suffice it to say, matsuri gotta chill, before she alienates her entire fanbase lolll

You're reading too much into it, Matsuri only explains the motives doesn't mean she thinks it's acceptable, her reaction to cheaters in this stream clearly shows her stance. She is one of the most sensible person in Hololive and you should really watch more clip of Matsuri serious thoughts and not just her antics to see her worldview, behind that horny facade lies a very realist adult woman.

@@scragglie Like I said, you're reading too much into it. This is not gender politics, most likely this is something lost in translations and the lack of cultural nuances makes it worse. For example I couldn't relate with anything you said because gender politics is non-existent where I live, and I believe the way people view relationship would also different in Japan. You should try to see things from different angle instead of using your own worldview for once.

Like the previous people have stated you're judging what happens in Japan based on your own culture which is the biggest mistake.
It's honestly not as serious as you're making it out to be and her points even if somewhat misconstrued are valid to a degree.
Her thinking of why women and men cheat doesn't necessarily mean she agrees with cheating, it seems like you're reading too much into it especially since you say "seems like she's trying to defend women who cheat" when she clearly isn't.

All Matsuri said was men cheat cos of x, women cheat cos of x, never defended any sort of cheating.
Regardless there's always some truth to everything even if it might not be true for you or your experiences.
I had a coworker who bragged about the girls he'd get with despite having a gf and when I asked him why not just break up with her he said "She makes me feel secure and I like knowing I have someone there". Would that not be "feeling safe" as Matsuri says lol? Albeit this is one unique case I've encountered, but the fact that it happened at all means it's possible to be the case for some people which wouldn't make it a lie or crazy talk like you say.
