I believe a 3-tier architecture would be more secure, with web, app, and DB each in their dedicated subnets. In this setup, the web tier can only access the app tier, and the app tier can only access the DB tier. Additionally, we can apply NSG and ASG for enhanced security. Thanks,

Virtual Network in Azure is free of charge. Every subscription can create up to 50 Virtual Networks across all regions.
but use it carefully only VNet is free, some resources inside the VNet are chargable. So it depends on what you are using in VNet.
