It's so much easier to do clinging clothes with actual muscles underneath. I'd argue it's actually less work to be more accurate to anatomy in the finished product this way. Still a waste to see them go on the back
Dont forget that jojos artstyle also has like the muscles almost poppin out through the clothes like the abs are a good example 🤤, but like zem also said, doing the muscles first also just makes it heaps easier to put clothes on top

To be fair, when I make sculptures (at a MUCH smaller scale - 10-15 cm tall), making body shape first and then "clothing" the character is a lot easier than trying to sculpt the entire thing from start. You have to make a lot of guessing as to where the muscles would be, where the arms bend, where the hips end and legs start...

With her knowledge of muscles and human anatomy, she literally could’ve sculpted him immediately with the clothes on. Instead she decides to sculpt all the muscles first to make it look more accurate and sexy. I respect this woman and her thirst for jotaro
The craftsmanship and just outright ingenious clever ways she managed to mold this and her attention to skeletal and muscle structure anatomy and to layer that with the clothing is so impressive. She made her own JoJo husbando that's brilliant. Great work!
I think most sculptor probably has a good drawing skill as well, as being a sculptor needs a good understanding of 3d form, and having that understanding will definitely makes drawing easier.

Thats how you do it lol, even with drawing, you usually draw the body first and then clothes
