I would put USA 5th at absolute best in 1914.
The German Empire, The British Empire, The Russian Empire and France are all at least a tier above and there is a solid argument to be made for Mexico, Italy, China and Japan. Even some British Empire countries like India or the UK are probably stronger alone than the US in 1914.
At the start of WW2 they could have been third though, but definitely not above Nazi Germany or the USSR.
