Interesting theory. I have always thought that basically Nomura was lying. This isn't anything new, Nomura has misdirected before to contain important plot details. I don't believe Xemnas was intentionally not using it. His intention was to create 13 empty vessels to put Xehanort's heart inside them. He basically accomplishes this with the addition of Roxas to the Organization XIII. He just needed a version of Kingdom Hearts to put Xehnort's heart in all of them. Maybe he was just using Roxas and indirectly Sora to do the grunt work. But why keep it hidden? I believe he could not use it because he lacked a complete heart. Yes, Nobodies regrow their hearts overtime. But Xemnas' didn't regrow to the point that he could fully summon the keyblade. He even lacked some of Xehanort's other abilities(such as the Guardian). It's possible his heart was too weak to call it forward. We know you need a strong heart to use a keyblade. Roxas is a nobody and he should not be able to use one. But I believe he does not quite because he is the nobody of Sora, a keyblade wielder, but because he infact, has Ventus' heart. This is why he resembles Ventus. He is more accurately, Ventus' nobody while also housing Ventus' heart. In contrast, Xemnas has neither Terra or Xehanort's heart(OR he has Eraqus' Heart who was linked to Terra BEFORE Xehanort forced joined with Terra and it's Eraqus powering Xemnas down or withholding the keyblade). My question now is actually what about Eraqus? Where is his nobody? Just as Terra is linked to Xehanort, in what way is Eraqus now linked to Xehanort?
There’s a flaw in some of the logic. When you fight Xemnes all other Og13 members are dead. Why would he handicap himself by not using a keyblade in the final battle?
Like nomura said, perhaps he just chose not to use it. I can't really think of an reason why he shouldn't, except he also wants to hide it from sora or riku for some reason. But he does use Xehanort's keyblade armor.
Steff Well the logical answer would be he didn’t expect to win anyways so kept up the deception as part of a long con. The keyblade armor is passable since it’s not necessarily reliant on the keyblade to function, and the fighters involved have never seen keyblade armor before (pretty sure Mickey isn’t available during those parts correct me if I’m wrong). Realistically no one would turn down a keyblade (unless it’s part of a scheme) since they are the defacto strongest weapons.
He knew that with his death, Master Xehanort would return, so he handicapped himself to lose, in any case with Young Xehanort time travel he could come back to present
Because the magic numbers for the revival of the X Blade is 7 (lucky number) and 13 (unlucky number). So Xemnas basically already lost. The best he can do is decieve the heroes to believe he still doesn't have a heart. In order to weild a Keyblade you would still need a heart.
None of your 3 possibilities needed to happen. Xigbar explains in Dream Drop Distance that the reason the original Organization XIII was established was to take 13 empty vessels and fill them all with the heart and mind of Xehenort by using Kingdom Hearts
Nice video also Axel and Saix or Lea and Isa still wore the black coats because Nomura thought it wouldn’t be right to have them wear their teen clothing since it can’t fit them.

Explanation: Nomura just didn't think of it yet. Xemnas/Xehanort wasn't intended to be a Keyblade wielder when the game was developed.

I had a thought, Xemnas's new heart might be his own but his mind is still Xehanort's.
