I mean. Goku is smarte then naruto (sometimes) and 100% as ruffy. XD I still like then but that's just a fact. Goku is better in learning. He just never had a Teacher as kid. Till muten roshi came along. XD On the other hand. Goku is never dumb in that way. More carefree.
Boo sounds really boring, he sounds just like a stupid monkey which dont get a banana ... i mean Boo is literally SCREAMING and he makes sounds, that he couldnt even make with his facial expression... while CELL is an Android and it sounds like a AI gets a shutdown! Epic! ... Still i prefer the english version with "I'm perfeeeeeeeeeeeeeeect!!" ... followed with the 2nd place from germans "No! This is not possibleAAAAAAAAAAAAAAAAAAAAA!!!" Boo was much better in English or German as well ... japanese really messed it up!
Friezas death would be the most satisfying as cell was doing what he was programmed to do, frieza wiped out alot of races so it'd be happy to see him get brutally killed and same for buu but yeah cell deserved to die for shoving people up his ass what a wierdo and his death was satisfying

So realistically he would have been more vaporized than Boo! ... The most pain had definitly Frieza ... but Cell has the most awesome DEATH! ...

Yeah, Toriyama penned that happening to villians' defeats lot in his manga. Taking a full power and dense energy wave that basically crush you until your smoke and ashes will cause your face and entire body to be warped and twisted in painful ways while your entire being gets disintegrated.

The Funi dub even played the Ssj 3 theme from the Bruce Falconer score. I guess looking back now, since Goku didn't go Level 3 there, they maybe could've played a different tune for Goku pushing back against Boo.

Given how bs Buu's regeneration ability is, I think Goku just played it safe. SS3 is an inefficient form.
