The problem is, the Philippines has check and balances in its 1987 constitution, the Executive branch (Office of the President and offices under it) cannot enter into a deal with other countries without disclosing them to our Congress. Any Presidential and Department actions that is not properly disclosed is illegal, therefore cannot exist. Also, only the Philippine President can make the final deal with any other countries.
