I live in Brighton and that budget wouldn’t go far here either. We couldn’t afford to buy my average 3 bed semi if I was buying now. Their budget is about half what they would need to buy my house. It is surely unsustainable.
400,000 is essentially half a million. That said, considering I struggled to just RENT a flat without a bidding war, I'd very much doubt this couple just got the first flat they looked at without any kind of negotiating

No, as a Maisonette has an outside door AND two floors. Maisonette is literally "little house" so it's best to think of it being a "house" (2 floors) in a block of flats

So you you are looking in the £450k range, being able to go to £455k without the lifetime ISA limit can be the key to clinching a buy
Alternatively, accepting an offer of £450k can be the key to selling.
A property like that in Dublin, Ireland would be at least half a million AMV, bidding war guaranteed, no way would it stop at asking price.
