But what if all you had was toothpaste, a battery, a bunch of welding rods (for some reason), and a drill? Then this would be sage advice...unless you could find a smooth rock...or some unfinished concrete, or literally anything solid and abrasive with fine particles.

What is the angle that you used?/ 22 degrees 24 ? What grit size did each of the water stones have? I presume that the knife, used, is for standard cutting/slicing in the kitchen.

a good old fashioned whetstone will do the trick. these are just longer processes. neat ideas, but in the end, a whetstone is still superior.

I begin sharpening everything on a set angle sharpener then finish on stone. In order to preserve those with personal value, I use stones exclusively. (I do this because in addition to removing a minimal amount of metal you can achieve any degree of angle you wish, on one side or both, along the entirety of the blade or only partially if it suits you.) In fact, I even use a separate set of stones for them [unnecessary, entirely. Appeases my OCD]

I think the best technique is the PVC pipe on the spine of the knife to get the correct angle every single time when using a whetstone. I think it's genius.
