If someone is on their phone at the wheel of a car van or whatever then its not the cyclists fault is it ? Wow, your comment speaks volumes, it really does. The law is the law but like so many people these days, they think its okay to do this that or the other so long as nobody is watching. I was caught for not wearing a seat belt years ago, got fined. It was my fault nobody else’s. Im sick of drivers getting away with all sorts on the roads. The more that get reported the better. We seem to have a big attitude problem in Britain in general towards rules and laws.

The HWC explicitly allows filtering in traffic, as you'd know if you'd bothered to read it. It also clearly states that use of mobiles when in control of a vehicle is not acceptable, and in direct contravention of the law, including when you are stationary So actually it seems that you believe the HWC and the law doesn't apply to you.
