I'm not sure. Bricklink has this other piece (www.bricklink.com/v2/catalog/catalogitem.page?P=3245b&idColor=1#T=C&C=1) with the same inside style identified with a title "Inside Axle Holder" as if to indicate that the inside teeth should be able to hold an axle (which is the same design as what's inside the log pieces) so who knows.
