You put a second set of blades at the bottom going the opposite direction but flipped upside down so the force stays the same, that way the blades counteract one another and the cup won’t rotate like that.

Reduce the weight as much as possible , use good rubber band as well as a good propellor. Tip - bend the propellor wings little more

There would be problem in propellor , just bend it little more , and check wether rubberband band is providing good power
