Skullclamp was the one you were thinking of :) I'm not sure if you know the card Voidmage Husher -- it's kind of a sweet card. narrow application but it's a unique effect to have a repeatable ability counter, and probably useful in EDH where there are lots of powerful activated abilities.

I like her as a commander I definitely run mostly instants.
Yes for sure, i think flash and instant speed creatures are the way to go
