I don't know if Morgoth wanted to rule over all rather to shape everything in his image, to remake creation in his image to prove himself superior over the Creator. A sin of pride made form. Also fun fact: both Sauron and Morgoth while defeated and rendered unable to further influence creation (Ssauron became a specter and Morgoth was imprisoned) both still forever etched their evil on the creation. Tolkien even says that even if Morgoth somehow won and he destroyed the other Vala and Maia as well as Elves, Men and Dwarves he would then turn on his own servants such as the Orcs and Dragons for Morgoth fell into complete nihilism. You are correct. I initially drafted the lyrics as 'mightiest of the Valar,' and it slipped past me when I rephrased it a bit for a smoother flow.
It's a mistake on my part, but I do think that 'the mightiest Valar' can be a cool title, like he is above them all collectively, truly supreme.
