There is cutscenes in Create a Video you can use but you can't use them in the game for Universe Mode or anything, you would have to record them and edit them in a video editor if you plant to make a video.

No in the Creations section, there is Create a Video. If you go onto that, you'll see it has cutscenes option and you can use those cutscenes and change superstars in them and everything, it has backstage, promo, in match cutscenes etc. It's only good if you were making a video, other than that there isn't much use of it, like you can't make that custom cutscene show up in your universe mode or anything.
