You would fight Fang in the Triple Trouble Special Stages. Thing is, he's characterized as a snarky idiot, so he's kind of a joke, both in cutscenes and as a boss.
I do have to point out, the reason for this stage and the Marvelous Queen (the hover bike) being Special Stage - is that the Japanese manuals stated that Fang lived in another dimension - the one of the Special Zones.
@Adri345 Heavy & Bomb aren't even part of the Chaotix even back in the 32X game; they were just miscellaneous Robotnik mechanics who temporarily joined the rest of the playable cast (either out of a genuine desire to assist them, or because they were sleeper agents for Robotnik, but considering how hindering they're to tag along I'd say they're actually the latter than the former).
Thanks for showing this off! I contributed by putting in and updating the Bark mod I had, but the other guys really came together to make some cool stuff, like the custom level and the boss fight.
