As much as I would like to, I can't. The scenes I use are from the trailer for the game and as of right now, I have no way of obtaining the game due to, well regions for one, and the country lock on the 3DS as well.
There is a manga chapter that the creator of Kaitou Joker made that involves the plot of the game but it has yet to be translated. From what I have gathered however, it seems that Lupin is using a magic crystal to control Phantom Thieves. Lupin is working with a chubby man with a top-hat on this but I have no idea on what he intends to use the controlled Phantom Thieves for (possibly an army to take over the world/treasures?). Joker, of course, hears about what happened to his fellow rivals (the top hat guys sends him a video of his controlled friends and Lupin infiltrates Sky Joker) and tracks Lupin down. He finds Lupin and they have a small battle. Joker is captured and Hachi is somehow captured and hypnotized.Joker manages to use his "Straight Flash" to escape being hypnotized at the last minute. He then frees Hachi and sets off to find Lupin and save his friends.
I am not sure on some things myself such as when this takes place. Phoenix is seen in the trailer as part of the crowd of controlled Phantom Thieves (even though he is improperly colored) so it is hard to pin point exactly when this is. As mentioned above, I have no clear indication on Lupin and his "partner's" goal at this point. That's all I can give you for now. I have been trying to find them subbed myself but no luck so far. :/
