No he wasn't, just an old man who didn't understand why he was getting a ticket. Very unfortunate situation, and the old man and his family are going to get paid and the officer most likely will lose his job and this moment will live forever on the Internet.
What's age got to do with it. Seventy is only a number. However, it wasn't probably the best move by the cop. This type of thing usually only happens after several minutes of heated argument. This just happened very quickly.

You handle an elderly person the wrong way and you could face a murder charge.....this officer is lucky he's only charged with felony assault so far but who knows the old guy is still in the hospital with a broken eye socket, broken neck, and brain bleeding.........what does age have to do with it lmao dirr dee dirr dirrrrrrrrrr
