I dont understand why the emperor is so hesitant on punishing her. She was just a maid with no renowned clan to back her up.
Because she was brought out by the emperor
Because she knew how to cater to his ego
Because if he condemns her, the Emperor would have to acknowledge just how bad HE screwed up with Ruyi, Ling Yunche, his sons etc... He doesn't want to face that his bad judgment calls got innocent people disgraced and/or killed. And it all happened under his watch, but he was too busy pleasing himself and surrounded himself with "yes people" (Ling) who didn't give a care about him except for what they could get out of him before his corpse stiffens.

I can never forgive Wei Yanwan for what she did in the future. She may be bullied to become what she was but every time she did something evil, she had a choice not to act.
Look at how many people she ended just for favour:
1. Ling Yunche- Her lover who she betrayed by seducing the Emperor.
2. 5th prince Yongqi- She killed the only son of Hailan so her son can succeed smoothly.
3. 5th princess Jingse and 6th Princess- She killed ruyi's daughter, though she wanted to kill the 12th prince at that time. She also killed the fetus of Consort Ying. Though, karma hit her hard when Wei Yanwan's own daughter was handed over to Consort Ying. Jia guifei had to take her blame as Yanwan used her dog to do the deed.
Consort Shu and her son- Because she revealed the conspiracy behind Consort Shu's medicine she received from the emperor. I think she also gave something while Shufei was pregnant so the 10th prince was born weak. But this was also the Emperor's fault.
Ruyi's mother- When Ruyi was stripped of her title as Empress, she had someone to go and inform Madam Ulanara which caused her a stroke due to sudden shock.
13th prince, Yongjing- she bribed the midwife, Tian, who took care of Ruyi's fetus. She did something to Ruyi while she was pregnant, causing the child to die when it was born.
Her own mother- Yanwan blamed the entire thing on her mother who was killed as she was accused of killing the 13th prince.
Jinzhong- The scheming eunuch who instigated all of this was killed by her to get rid of evidence when she became Imperial Noble consort.
And she tried to hurt her maid, Chunchan, 12th prince Yongji and many more. She killed five imperial children for what it was worth. What an antagonist! She crossed all who came before her.
