Some corrections: Rhee was never really the leader of the PRK in any meaningful capacity, it was Lyuh Woon-hyung (여운형). The PRK was banned/dissolved by the US military government in the South, and Lyuh Woon-hyung was assassinated shortly after. The PRK's remaining committees in the north were integrated into what became the DPRK.
It's also incorrect to say that the war allowed South Korea to "start with a clean slate" as the US occupation kept in place many of the existing institutions from the imperial japanese occupation and put former japanese collaborators in charge of those institutions. Simplified, South Korea was handed over to the chaebols.
