She knows perfectly well that he only has eyes for Qi. The fact that he chased after her is proof that his heart is already taken. Seeing them acting out a plan with Yan/Lian's words is too funny especially when Yan talked about dragging out the engagement to see what happens. The deputy chief tried desperately to refute those words since he's already made it clear to Lan that he only sees her as a sister.
