If the shards are completely plot full then we need a new shard unless they are planning on opening new provinces. Bottom line -- I'm not sure the criteria list is worth development time right now -- folks aren't here because they are waiting for the content drop that was promised/teased before EA went live. Edited to add -- where my plots are there are plots that have been abandoned for a while but there is also a ton of new folks moving in (I'm in Ancien-Talosa) that have moved in during the last several weeks. I expect that is for two reasons PVE Pure Iron being found nearby and/or the server I'm on is not full, though I think Talosa might be full now.
I dont play this game, But looking at that list, it can be easily avoided. Just play for more than 2 hours and you can never play again and the plot is safe. Reason... And, and, and, and ... That one criteria will never be met if you just play 2 hours. Just stupid.
