I've used different things. For handwriting, I like Handwriting Without Tears. For spelling, I like All About Spelling and Evan-Moor's Building Spelling Skills. Besides going through the Hooked on Phonics books, I always had a book list that we worked through. So we would spend a few minutes in Hooked on Phonics, then read out of his current book list book. That was the most helpful way to go about it for us. Even then, my youngest did finish the second grade level during first grade, and I really wasn't rushing it. Just going at his pace.
