When I first played, this is pretty much the route I took (Before there were speedruns yet), without going to Megaton and without any knowledge of the game, suffice it to say I got my butt kicked a lot. West and North was a hard first go, when I got into DC I was just crushing supermutants.
Speed cripple works by tricking the game into giving you positive move speed instead of negative when you cripple your legs. It works by reloading right at the moment of impact from a fall long enough to give you the cripple effect, or by taking damage from a rocket launcher. If done right the game is reloaded in a state where you have normal legs, but it thinks you should have the cripple effect and goofs by adding the speed of being crippled positively onto your normal move speed
Basically, no ones knows :) but to get it, quick load on or about the frame of crippling your legs. There's some other nuances that makes it pc dependent but that's the gist.

No idea how the coding works but it's quick save quick loading right as you break your leg and for whatever reason it gives you a speed boost.
