Your comment about "already in the public domain" is simply wrong. Words are already in the public domain, yet when they are put into a particular order, that order is unique, and attracts automatic copyright protection. As for wasting his time in a courtroom, he wouldn't have to. He'd issue a writ and, if a person had no money for defence, he'd win by default. The result would be that person's bankruptcy.

Here's the thing, you need to make different accounts and see if he's not just tipping every person a different tip in the same race. Because he isn't charging, it's probably legal he's only doing his in the hope of gaining paid subscriptions.
@williamsmith1793 I don't see any illegal activity in what he does its just moraly wrong that's the whole point but if we got rid of him off youtube it would only increase the problem on discord or telegram unfortunately it's on every individual to use common sense and don't pay anyone for tips but sadly common sense is hard to find these days
