I think that the Sudan story should have been the lead story, the baby story was less important, something the Editor had overlooked.
Not to the audience at that time of day. A large chunk of viewers at that time of day would be parents (possibly on maternity leave), grandparents or paid childminders looking after babies and toddlers.
They arranged the headlines to suit the audience’s presumed priorities.
Interesting comment. Looking at CNN for that day found the stuff outside of the UK. Lots of thing’s outside a 27 minute bulletin:

baby walkers? was there no news that day on the BBC?
Given it’s a safety concern, this is important news. Especially when those taking maternity leave will be around in daytime, possibly with the TV on…

i have Memories of Bob Monkhouse I grew up watching him I liked him when he was on ITV in the Central Region based in the Midlands
