I think know what is happening.
Near Vicarstown, There is a society known as the (Information Classified), The group were the ones behind the "Reborn Horde" on Sodor. The group consisits of multiple men, railway workers and diesels, Those being Bowler/D261, Derek, Bear/7101, Diesel, Diesel 10, Dennis, The Ironworks Twins. Splatter and Dodge.
