Yeah the fire nation all knew they couldn't take the avatar in his final form. That's why they focused so much of their resources into finding him and taking him prisoner so that he could never become a fully realized avatar. They knew they'd get their asses handed to them if that ever happened. Punk move if you ask me but honestly top tier strategy.
CJ is still doing the RoundTable of Black Air Force Activity series, but this will be a new series focusing on characters who are a bit more mentally bent. There are a few that are already on/will possibly be on the RoundTable that may also qualfy for the Asylum as well.
